David Beltran is charged with second-degree murder and criminal possession of a weapon, both felonies, in the slaying of Ismael Hernandez. Police in the village of Liberty, about 100 miles north of New York city, found the 45-year-old dead outside his apartment house at around 1 a.m. Saturday.They arrested Beltran, who also lives in Liberty, about 15 minutes later.Police Lt. Charles Barber says Hernandez had been arguing from his window with Beltran, who was standing near the street.He says Hernandez came out of the house, both men tussled and Hernandez was stabbed near his stomach. Police recovered the 10-inch-long, dagger style knife that they believe was used in the crime.
